Mark Graham, an enrolled member of the Navajo Nation, graduated from Arizona State University with a bachelor’s degree in Business, focusing in Accounting. Mr. Graham started worked with the Navajo Division of Health as the 638 Contract/Program Compliance Office, monitoring program spending and compiling tribal, state and federal budgets. In 1997, Mr. Graham moved to the Office of the Navajo Tax Commission (ONTC) as a Tax Compliance Officer. At ONTC, he worked as a Tax Compliance Officer, Compliance Manager, and Tax Accounting Manager. During this time, he helped with the implementation of the Navajo Fuel Tax and Sales Tax. From 2004 to 2006, he served as the Executive Director for the Tax Commission, administering the seven taxes enacted by the Navajo Nation (Business Activity, Possessory Interest, Oil & Gas Severance, Hotel Occupancy, Tobacco, Fuel Excise and Sales Tax). In February 2006, he worked for the Salt River Pima-Maricopa Indian Community (SRPMIC) as the Tax Collections & Reporting Manager, administering SRPMIC’s tax code (Transaction Privilege Tax with a Hotel Occupancy Tax, Luxury Taxes of Tobacco and Alcohol, Possessory Interest, and Utility Tax). In 2014, Mr. Graham started working of the Gila River Indian Community, Internal Audit Department. He worked as a Health Care Auditor, Internal Auditor, and then as the Tax Field Auditor. In 2022, Mr. Graham returned to the Navajo Nation as the Executive Director of the Office of the Navajo Tax Commission. In 2023, Mr. Graham moved back to Phoenix and was employed by the Phoenix Indian Center as the Chief Financial Officer. In May 2024, Mr. Graham returned to the Gila River Indian Community as the Finance Director. Mr. Graham has served on the Navajo Tax Commission for 15 years and currently serves on the Navajo Nation Shopping Center Board the last 6 years.
